Hartland council grants cable franchise

The Hartland City Council met for its August meeting with all members present except Kyle Reed. Also present were city clerk Tiffany Krueger, maintenance operator Andy Flatness and fire chief Brandon Flatness. The evening’s agenda and meeting minutes from July 5 were approved.

Fire chief Flatness reported that the department didn’t respond to any calls in the last month. He also informed the council about the department purchasing a thermo imaging scanner, and that the  Hartland Fire Department hosted the Freeborn County Fire Meeting. The old fire truck and ambulance should be advertised with the Star Eagle and posted on the League of Minnesota Cities website, requesting bids to be submitted by the September council meeting.

The council reviewed a quote submitted by Melby’s Masonry for the concrete work to be performed around town. The council gave approval to have Melby Masonry move forward with concrete work, allowing Dan Harguth to submit bids if they come in lower than the current bid.

Harguth inquired as to what the interest rate would be for this assessment, and how many years he would have to pay it off.

Maintenance supervisor Flatness said he is waiting for prices to repair the iron filter and creamery well. He will also need to get black dirt to fill the holes where tree stumps were removed and for the area around the Hartland sign.

Nuisance ordinance discussion was tabled. Clerk Krueger updated the council regarding insurance claims.

The council voted to approve bills paid for the month of July 2011, as well as payment to Freeborn Lumber in the amount of $9,542.33 for new flooring in city hall.

The council instructed Andy Flatness to contact Johnson Heating & Plumbing to see why  duck work would be forming condensation and leaking.

In other business, a building permit for 702 Broadway was approved and L&D Ag’s new warehouse will have the address of 601 South Railroad Street. 

The council adopted a Resolution consenting and approving the assignment of the cable franchise and system to Midcontinent Communications.

Council member Chicos motioned to allow city employees to have debit cards, with a policy outlining the use of the card. Linda Pederson advanced; motion carried.

The city clerk’s annual review will be during September’s meeting when all council members are present. 

Dan Harguth asked about leasing the kitchen in the city hall to qualify for a caterer’s liquor license. The council stated they would consider this request.

Maintenance supervisor  Flatness told the council the city has run out of storage, and inquired about getting an overseas shipping container to store items in. The council instructed him to get pricing.
