NR council gives go ahead for new fire truck

All members were present as Mayor Tom McShane called the New Richland City Council to order Monday evening May 23. After approving the evening’s agenda, the council approved the consent agenda which included a temporary liquor license for the Farm and City Days Committee and payment of the first half installment for the County Senior Citizens Transportation program.

City resident James Butler was present to discuss water and sewer delinquent charges on his rental properties. City clerk Wayne Billing explained that water and sewer bills are the responsibility of the property owner unlike other utility bills such as electricity or cable. The council took no action on the matter.

The council next adopted Resolution 11-14 certifying delinquent charges on eight various properties throughout the city for a total of $1,506.89, and Resolution 11-15 accepting a $2,500 donation from the New Richland Fire Relief Association to be used for new playground equipment.

PeopleService Representative Brad Field presented the report from the Waste Water Treatment Facility. Field noted during routine inspection of some pumps, one pump showed water in the oil. The pump has been in service for quite some time and it was decided to have it checked and necessary repairs done.

Maintenance Supervisor Ryan Nissen requested the purchase of 10 gallons of mosquito spray at a cost of $28 per gallon which was approved. City well #1 is due for inspection at the approximate cost of $2,900-3,200. Discussion was held on possible repair of the old booster pump, but action was tabled until cost estimates can be obtained. The council approved $441 to replace a door at St. Olaf Lake Park which was damaged by vandalism. A bid from Pearson Brothers for chip sealing 18,727 square yards of streets at $1.25 per yard.

Connie Kaupa, representing the New Richland Girl Scouts discussed improvements to Central Park. Waseca County has agreed to clean the county ditch which runs through the park. After cleaning, native prairie grasses and other plants will be planted as part of the Girl Scout civic project. A short discussion was held on the condition of the bandstand/restroom building between council members.

NR Fire Chief Jeremy Parpart reported the department’s brush truck has a blown motor. Repair estimates are over $8,000 and the truck has over 200,000 miles on it. After several minutes, the council approved the purchase of a 2011 Chevrolet Silverado 3500 Heavy Duty Crew Cab truck not to exceed $44,000. The purchase is contingent on a $20,000 donation from the Fire Relief Association. 

The council reviewed a draft of Section 500 of the City Ordinances which pertains to nuisances. Several minor changes are to be made before expected final council approval at the next meeting.

The council approved the payment of $5,500 to Delane Nelson for repair work performed on electric fixtures at Legion Field. A used mower at a cost of $2,000 was also approved for purchase.

The next meeting of the council will be held Monday, June 13 at 6:30 p.m.
