NR council reviews care center audit

The New Richland City Council had an earlier start than usual Monday night as they gathered at Wallace’s Laundromat to inspect the sidewalk due to a complaint from the property owner. It appears the sidewalk heaves up in places during the winter preventing the front storm door from operating properly. After a brief discussion, the council returned to city hall and re-assembled for the regular meeting. All members present approved past meeting minutes, financial documents, a right of way permit and a proclamation by Mayor Tom McShane making May Poppy Month in New Richland.

The council adopted the following resolutions:

• Resolution 11-11 Tobacco Free Beach. This designates the beach and within 25 feet of the concession area at St. Olaf Lake Park a no smoking area.

• Resolution 11-12 Accepts a donation from Mark Querna of $1,000 to be divided between the Ambulance Service and Legion Field flood damage repairs.

Revisions to the animal control ordinance were unanimously approved. Residents should be aware of the total number of dogs and cats allowed under the new ordinance. Copies of the ordinance are available at NR City Hall or on the city’s Web site.

Police Chief Scott Eads reported 59 calls for service and 32 additional calls for the month of March. There was one felonious crime reported which was later determined unfounded. Eads mentioned the recent lockdown reported at NRHEG.

“This disturbance did not involve any students directly,” said Eads. “A party has been charged regarding this incident.”

Trent Fast from the accounting firm of LarsonAllen presented an overview of the recently completed audit of the New Richland Care Center. During the years ended September 30, 2010, 2009 and 2008, the Care Center experienced operating losses of $37,035, $36,708 and $101,032, respectively. The losses are the result of declines in occupancy, increases in the cost of providing resident care, and staffing challenges. Manangement continues to manage operating expenses, evaluate billing and has reduced beds in an effort to increase reimbursement and better staffing costs. The Care Center incurred costs of around $340,000 for repair, replacement and clean up following the September 2010 flood. Federal disaster funds are forthcoming but have yet not been received. Fast is performing a mini-audit for the months of October 2010-February 2011.

Care Center Administrator Mikenzi Hebel announced she is gathering quotes for flood insurance since New Richland has joined the National Flood Insurance Program. Hebel informed the council the whirlpool tub at the center is in need of replacement. Total cost is expected to be $19,000. Hebel will apply for several grants
