NRCC adopts smoking ban at St. Olaf beach

Following a request from lifeguards, the New Richland City Council adopted a smoking ban on the beach at St. Olaf Lake Park during business conducted Monday evening, March 14. All members were present and unanimously approved the measure. There is to be no smoking on the beach area and also within 25 feet of the concession serving area. Signs will be posted prior to the beach opening for the season.

Police Chief Scott Eads reported 72 calls for service and 40 additional contacts during the month of February. Eads briefed the council on directed patrols the department has been conducting.

“Since January, we have been present during various sporting events at the high school,” said Eads. “We have also had directed patrols at Trapper’s Lanes on Friday nights. There has been positive feedback at both locations and we will continue performing these duties.”

Due to a state-mandated switch to electronic citations, Eads requested to order the citations at a cost not to exceed $225, which was approved.

Ambulance Chief Jenny Johnson noted 54 runs for the service so far in 2011. She noted several minor maintenance issues with the rig which will be taken care of. Training for the ambulance crew will be conducted on march 19th.

New Richland Care Center Administrator Mikenzi Hebel was present and announced a recent surprise OSHA visit resulted in $2,850 in fines for the facility. A plan of correction has been submitted. Hebel mentioned a new director of nursing has been hired and will start March 28. Several residents at the care center are experiencing upper respiratory infections and new admissions are on hold until the symptoms subside.

Discussion was held on when the FEMA reimbursements for flood damage would be available. City Clerk Wayne Billing expects $19,000 in seven to 10 days. No other dates for additional funds were known.

Fire Chief Jeremy Parpart mentioned the need for equipment to extract persons from grain bins. The fire department has just recently gone through training in these procedures. Harnesses, ropes and related equipment is required at a cost of $13,020.50. The purchase was approved using proceeds from charitable gambling.

The council approved the purchase of visitor chairs for the council chambers and also for the council members.

The problem with feral cats was discussed at length and several options are available. The city needs the cooperation of residents in not feeding stray cats with the hopes they will move on. The cost of trapping and subsequent care of stray cats can prove substantial to the city. The city clerk will be revising the ordinance for possible approval at a later meeting.

The alley between Division and 1st Street SW has suffered some damage due to removal of a power pole. The company responsible for removing the pole will be contacted.

The next meeting of the New Richland City Council will be held March 28 beginning at 6:30 at city hall.
