The New Richland City Council met Monday evening, October 10 with all members present. Even though it was Columbus Day (observed), the city does not recognize it as a holiday, therefore city business can be conducted. The evening’s agenda was approved following the Pledge of Allegiance.

Consent agenda items were approved, which were a right-of-way permit for HickoryTech and a pay request from Bolten & Menk for the sum of $16,021.75 for work performed on the Waste Water Treatment Plant Upgrade Project.

Police Chief Scott Eads reported his department responded to 92 calls for service and had 63 additional contacts in September. Two felonies were reported and arrests were made almost immediately.

“It was not only busy in terms of calls, but also as far as arrests for serious offenses were concerned,” said Eads.

Eads mentioned several maintenance issues with the squad car. The transmission, rear brakes and alternator are all in need of attention. The council authorized repairs as needed.

The police department participated in a lock down and evacuation drill at NRHEG High School on September 29th.

“Based on feedback from other officers, and my own observations, our school has an excellent plan in place,” said Eads. “It was executed efficiently and effectively. We’re grateful to have been included.”

The council next approved a request from Eads for duty handgun ammunition not to exceed $323.39 delivered.

NR Care Center Mikenzi Hebel presented financial statements for the months of August and September, which were reviewed and approved. Hebel announced the center had raised $2,500 towards the purchase of an ice cream machine for residents and guests.

Results from family satisfaction surveys employee surveys recently conducted were perused. Twenty families and only 12 of 90 employees responded to the surveys.

“Current census sn 48 and the butterfly release ceremony was held on the 23rd of September,” said Hebel.

“It was fun and the residents enjoyed it. Thank you to everyone who helped make it a success.”

The council gave approval to the city participating in a grant request for owner-occupied residential property rehabilitation. The initial cost to the city is $600 for the pre-application process. If a full application is approved, a second $600 will be charged. Surveys will be sent out to city residents to determine the amount of qualified and interested individuals. 

The city has been notified that next year the two Civil Defense sirens have to be converted to narrow band receivers. The cost of the receivers alone is $1,989 plus shipping and installation each. It was determined there is enough in the cash reserves for the sirens to be upgraded.

The council denied a request from a resident concerning a sewer charge credit.

The council approved the appointment of City Clerk Wayne Billing to act as the city’s representative for the County Hazard Mitigation Planning Team.

The public is reminded the council will hold a special meeting on Monday, October 17 at 6 p.m. to work on the 2012 budget. Anyone having input or ideas on the budget is welcome to attend. The next regular meeting of the New Richland City Council is slated for Monday, October 24 at 6:30 p.m.
