Ellendale reviews project financing

The Ellendale City Council met Thursday, August 11 with council members Helland, Reiter, Goebel and Groth present. Mayor Engel was absent. Also attending the meeting were Roger Swearingen, LeeAnn Hojberg, Ollie Reese, Helen Schimdt, David Brown and Cindy Goebel. 

The agenda was amended to include Mrs. Reese’s concern. A motion was made to approve the amended agenda.

David Brown, with David Brown and Assoc., was present to discuss the funding for the projects going on in the city. Brown informed the council of his firm’s bids for the bonds that will finance the projects for the city. The council firm received two bids for the projects. Brown said that Northland Securities, Inc. was the low bidder. The interest rate to the city will be 3.1687 percent. Brown noted the city will save about $20,000 in interest cost. Brown also told the council his firm would recommend using the micro loan program, through Minnesota Rural Water, for the street surfacing. Brown told the council this would be just a straight loan for a little under $100,000. Brown had for the council two resolutions to adopt. Resolutions 08-11-11-01 and 08-11-11-02 were passed.

Mrs. Reese was given the floor to address her concern. Mrs. Reese was wondering if the city could take a look at her water meter, as she believes it is reading too high. The council told Mrs. Reese to do a couple of tests on her own first. If none of the tests provide an answer, the council told Mrs. Reese they would check into the problem.

Swearingen, city maintenance, was next with his report. Swearingen started by asking the council if they would approve the purchase of some cement retaining blocks to hold the salt and sand mix used on the streets in the winter. Councilman Goebel will check on some block The council approved the purchase of 12 blocks not to exceed $540. Swearingen told the council that the boring under the railroad was complete. He also stated that BCM will be starting August 15th on the streets.

Swearingen reported to the council that Alliant Energy will have a power outage on August 17th between the hours of 11 p.m. and 2 a.m. Swearingen reported that there was a resident with five dogs on the property. The council asked Swearingen to remind a homeowner that the city has a two-dog limit per household. The council will notify the homeowner that they will have until October 1, 2011 to be down to the two-dog limit. 

Swearingen went over six areas that need patching when they are doing the streets. Swearingen told the council that he would be attending the 800 mhz class on August 2.

The council next went over the job description for the Liquor Store Manager. The council went over the document and made a couple of additions and subtractions and then adopted the document. The council then approved to advertise for the position. Any interested candidates will be encouraged to pick-up an application from the city clerk.

The council approved the minutes from the July 28, 2011 meeting.

The council approved the claims for the evening, making note of a couple of the payments for further questioning. A late claim for Root Construction, for the curb on 8th Ave., was included.

Acting clerk Hojberg went over her report for the evening. 

The next meeting of the Ellendale City Council will be August 25 at 7:30 p.m.
