All New Richland City Council members were present with the exception of council member Amy Ihrke as Mayor Tom McShane called the second meeting of June to order Monday evening. Following the approval of the night’s agenda, the council granted renewal liquor licenses to NR Liquor Co, The Willows, Trapper’s Lanes and Wagner Foods.

There were no scheduled public hearings or petitions to be heard.

The council unamiously gave its approval to a revision of Ordinance 11-02, which amends section 500 pertaining to nusiances.

Cody Dobberstein, representing the maintenance department, was present with several expenditure requests:

Booster pump repair, $2,985

Crosswalk paint, $792.75

12 traffic cones, $191.88

All of Dobberstein’s requests were approved. He next asked for input on the possibility of new Christmas decorations. The council agreed new decorations are needed, but there just aren’t funds in the budget at present.

PeopleService Representative Brad Field reported all conditions have been normal at the Waste Water Treatment Facility.

John Graupman from the engineering firm of Bolten & Menk was in attendance and went over the bid options for the WWTF upgrade. Graupman’s firm recommends accepting the low bid from Magney Construction Inc. of $1,726,800 for the base project and the primary clarifier option. An additional project would be a lift station replacement on 3rd Street and replacement of the sewer system along Dogwood Avenue. Low bid for this work was from Civil Ag Group LLC for $323, 395.39. Additional engineering cost estimates of $222,000 and administration and testing bring the total to $2,297,195.40. The council adopted Resolution 11-18 which approves the above amounts contingent on final certification and approval from the Minnesota Pollution and Control Agency.

Connie Kaupa, representing area Girl Scouts, went over several items concerning City Park. Volunteers planted many hostas around trees in the park on Saturday, June 25. The possibility of erecting a gazebo or similar structure atop the old bandstand was discussed. The council did give the go ahead to the installation of small privacy fences at the entrances of the restrooms. The Girl Scouts will purchase the fences and the city maintenance crew will do the installations.

Employee evaluation forms were discussed, but the matter was tabled until more information can be obtained.

The last item of business was the opening of bids for the purchase of the old brush truck. Misgen Auto Parts was high bid at $1,575.

The next meeting of the New Richland City Council will be held Monday, July 11 starting at 6:30 p.m.
