Thompson Oaks inquires about water service

The Ellendale City Council met Thursday, May 26 with Councilmen Helland, Reiter, Goebel and Groth in attendance. Mayor Engel was absent. Also in attendance were Clerk Louks, Maintenance Supervisor Swearingen, Shannon Sweeney, Brian Blattie, Dan Pettsinger and Jeremy Reese.

The council approved the amended agenda for the evening.

Blattie, representing the Thompson Oaks Association, was given the floor to discuss the possibility of the city connecting a water line to the Oaks. Blattie was at the council meeting on May 12 to initiate the possibility. At that meeting, the council told Mr. Blattie they would consider providing water to the 17 homes in the Oaks. The council stated at that time they would ask legal council for an opinion. The council also would have the city’s engineer take a look at the area and bring to one of the next meetings some figures as to the costs to both the city and the homes in the Oaks.

Blattie told the council the association had held a meeting and he was there with a couple of questions. Is the city interested in providing water to the Oaks?

The council felt they would be interested. Clerk Louks stated he had been in contact with legal council and Attorney Kohl felt the city could provide water on a contract. Louks further mentioned there would be no need of annexation. The council, however, could not provide any cost numbers yet. The city engineer had not put anything together at this point. Blattie felt that the council’s willingness to work with the Oaks would be sufficient at this point. The council told Blattie they would get him the figures as soon as the city gets them.

The council next went over the fire department financial report. Reese, fire chief, was present for questions. The council reviewed the report and had no questions for Reese.

Pettsinger was next on the agenda to discuss options for a security system at the Municipal Liquor Store. Pettsinger went over his proposal with the council and told them he would be able to run the cameras through a secure Internet line to the city clerk’s office. Part of the proposal was for a new computer tower at the clerk’s office. After some discussion, the council felt that  the clerk should have an updated system which would be capable to handle the security system when the council feels the timing is right. The council thanked Pettsinger for coming.

Sweeney, from David Brown & Assoc., gave the council an update on the projects going on in the city. Sweeney told the council that at the June 23rd  meeting the council will need to put the financing in motion. Sweeney told the council that the 8th Ave. project bids came in as expected.

Two Liquor Store employees stopped in to talk with council members. The employees wanted to share their feelings with the whole council. They were concerned with the progression of the remodeling of the new kitchen area. They told council members the floor needs to get done along with some other final touch ups. They feel embarrassed when asked, “When can we get a burger!” The council thanked them for coming forward and welcomed them back any time.

Swearingen gave a report for the evening. Swearingen told the council that the mower deck and mower in general was in bad shape. Swearingen had a mower from Erlandson’s present for the council to review. The unit included the mower, mower deck, snow brush and snow blower. Councilman Groth also had some proposals from Ag Power in Owatonna. After reviewing all the figures, the council moved to purchase the mower from Erlandson’s for $12,500. The council will also put in the paper to take sealed bids for the old mower. Swearingen asked for approval to get some crushed rock for the city. Swearingen gave an update on the DNR matching grant work that will be done.

The claims for the evening were approved as presented for $8,747.96

The minutes from the May 12, 2011 meeting were approved as presented. 

The council approved the Financial, Investment and Disbursement Register as presented.

Clerk Louks went over the issues he had for the council. Louks started with the report he received for the lift pump on 8th Ave. Louks told the council that a new pump with a five-year warranty would be $4140.34, repair of the city’s old pump $2880.90. Prices for a new panel were $ 4622.40 and $7320.88. The council felt the price of a new pump with a warranty would be money well spent. Councilman Helland told council members that the panel on that pump was in real bad shape. The council moved to purchase the pump and panel for $8762.74. Louks next reported that the water heater in the community building was leaking. The cost of replacement would be $587.62. The council moved to replace the water heater.

Councilman Reiter told the council that United Methodist Church had been broken into and the food shelf. He would like to encourage anyone who sees something unusual to call law enforcement.

Councilman Goebel updated the council on the Municipal Liquor Store. He reported the kitchen floor was not yet done. The ice machine needs a new storage compartment. Goebel reported that the city could get by with a smaller tank now that the store no longer bags ice for resale. The waxing of the new VCT floor will be done this weekend.  

The next meeting will be June 9 at 7:30 p.m.
