Ellendale City Council

The Ellendale City Council met Thursday, July 12 with Mayor Engel and all councilmen present. Jim Johnson, representing the Bargen Company; Pete Paulson, Municipal Liquor Store; Roger Swearingen, maintenance; Clerk Steve Louks; and Luke Dobberstien were also in attendance.

The agenda was amended to include discussion about the road in Country View Estates.

Johnson, from the Bargen Company, which specializes in road repairs and maintenance, was first on the agenda. Johnson told the council his company was using a new product for sealing of tar roads. 

His product is a by-product of soybean oil, which is applied topically to blacktop surfaces. Johnson said the product puts a layer of polymer into the blacktop and allows less water to penetrate into the blacktop, which means less pot holes and soft spots. 

Johnson said he had driven around the city and was happy to see the number of streets in good shape. Johnson added that those streets would be good candidates for the new sealer.

Mayor Engel reminded the council that Bolten and Menk had sent out bid requests for seal coating for some of the city’s streets. The council felt they should get all the bids together and compare costs before making any final decisions. The council thanked Johnson for attending the meeting and sharing his information.

The council next heard from Dobberstein on the road condition in Country View Estates. Dobberstein said the road could be made better. He went on to explain a tile will need to be installed before any grading begins. 

Dobberstein and Swearingen have located the tile line. Swearingen believes he can install the tile line. Dobberstien felt the use of Class 7 gravel would be best for the area. 

He said the road would firm up well with the Class 7. Dobberstein did not have a total price, but thought he could have some solid numbers by the next council meeting. The council moved to go ahead with the tiling, which needs to be done first anyway, and wait to hear back from Dobberstein on the price for the rest of the work.

Swearingen was next with his monthly report. He said the landscaping on 2nd Street has not yet been completed because of the hot weather. 

Swearingen noted that FEMA has given the city an extension to get the work completed. Swearingen said that Eric, from Bolten & Menk, will be in town in about three weeks to help finish up the FEMA project on 3rd Street. 

Swearingen said he had been out in the Crown Ridge Park to clean up some things. He mowed the park and it took two hours. Swearingen informed the council that a final check from FEMA on the

 2nd Street portion has been issued.

Paulson had the next report for the council. He had some numbers on the MLS. Paulson stated food sales were up, sales overall were up about $300 per week, expenses were up by $150 week and labor was down by $100 a week. Paulson reported he had a surprise inspection from the health department. Paulson said there were a couple of issues but nothing major. The report had not yet been received by Paulson. Paulson asked the council to grant six temp hires for Ellendale Days. Paulson reported that he felt, for the most part, the MLS was ready for Ellendale Days.

Claims totaling $ 48,547.00 were approved for payment.

Clerk items for the council were next on the agenda. Louks asked the council if they would like the clerk to contact Owatonna Groundmasters about spraying for mosquitoes. The company the city has used before has health issues and is not currently operating. The council gave the clerk the go-ahead if Groundmasters can get in by this weekend. Louks also brought up the DJ for the youth dance on Saturday night, which the city has paid for in the past. Motion was made and approved to pay for the DJ. Louks informed the council he will be checking with bond council to see if some funds can be transferred from the general account to the water account. Some payments from last year’s projects were paid out of the water account.

The next meeting of the Ellendale City Council will be July 26 at 7:30 p.m.
