Ellendale in ‘good shape’ financially

The Ellendale City Council met Thursday June 28, with Mayor Engel, Councilmen Helland, Goebel, Reiter and Groth present. Also attending the meeting was Clerk Louks, Donovan Eaker and Andy Bernau.

Bernau, from the accounting firm of Hill, Larson, Walth & Benda, PA, was present to go over with the council the 2011 audit. Bernau gave each council member a 36-page report for review. 

Bernau started by stating that overall the audit went well and the city is in good financial shape. Bernau told the council the Municipal Liquor Store did not have a positive cash flow for the year 2011. 

Bernau did note that due to the extensive remodeling at the MLS, next year’s audit could have a different outcome. However, the city will still need to hold a pubic hearing since the MLS has lost money two of the last three years. 

The other enterprise funds, sewer and water, did show a positive cash flow. Bernau said the water fund was a little low on reserves, but with the increase the council implemented last year, he felt the fund will be stable. 

Bernau told the council that he was pleased with fire and city getting together with the department checkbook. Bernau felt the general fund was in good shape. The 2012 audit is available for any resident to review.

The council reviewed the fire department report for the month. The department had a pay request for the radios purchased. The council passed a resolution to move some funds into the fire department equipment fund. The council also passed the financial report for the department.

The council approved the claims list for the evening. The total amount for the claims was $74,286.83. The council approved the minutes from the June 14, 2012 meeting. 

Clerk Louks stated that the training for the board of appeals will be held on July 18, 2012 in Owatonna. Mayor Engel felt that the either Councilmen Reiter or Groth should go as they are not up for re-election this year. Councilman Groth will attend the training. Louks reported that the League of Cities insurance will cover the medical costs of the fireman who had a heart attack during the last fire in town. 

Mayor Engel went over the quote received for repair on 8th and Simplicity. The estimate came in around $14,000. The council felt the repairs needed to get done now when crews are in the area. The council again talked about the road in Country View Estates and will keep moving forward. 

Engel next went over the bid to repair the main lift station. The improvement will also include a new door on the top, as the old one barely works now. The total repair at the lift station will come to about $12,000. 

Engel then updated the council on required OSHA training. Engel has tried to contact some area cities to go together on the training, but has had little success. The other option, said Engel, is to send someone to a regional meeting and then that person would be the trainer for the city. 

Engel informed the council that, per the council’s request, he had talked to the city’s attorney about having the Municipal Liquor Store open on Sundays for food. Attorney Phil Kohl told Engel he would talk with the State Attorney General’s Office. Kohl reported back to Engel stating the issue would need to be voted on by residents during the general election. 

The council made a motion to move forward with the action to get the question on the ballot. The council, after some discussion, decided to implement an ordinance that would help the city enforce clean-up after a fire to a property in town.

The next meeting of the Ellendale City Council will be July 12 at 7:30 p.m.
